“劳工领域的企业社会责任与公共政策”国际研讨会通知

1.Background

Corporate social responsibility (CSR) requires enterprises to create profits not only for shareholders and investors, but also to create greater social benefits for other stakeholders, such as employees, community, the state and the public.From perspective oftheinternal/labor dimension of CSR, it demands businesses to provide safe and healthy working conditions for workers, decent social welfare, and to protect workers’ interests and rights.

Chinese Government attaches great focus on social responsibility in recent years.In the report of the 18thCommunist Party Congress,Chairman Hu Jintao stressed that in order to realize the goal of an all-round well-off society in China through the economic system reform and to accelerate the transformation of economic development mode, the socialist core value system should be strengthened by including promoting prosperous, democratic, civilized and harmonious society; advocating freedom, equality, justice, the rule of law; advocating patriotism, professionalism, integrity, kindness”. In particular, it is important to comprehensively improve the morality and ethics of the citizens, to guide people to conscientiously fulfill their legal system obligations, social responsibility, and family responsibility; to create a glorious labour and a great social atmosphere. Furthermore,education in the areas of ethics and governance should be strengthened; government accountability, business integrity, social credibility and judicial public faith should be developed.This also reflects the four major aspects of the corporate social responsibility in economic, legal, ethical and philanthropic responsibilities, which will have a significant implication for the theoretical and practical research in the area of corporate social responsibility.These are also the principles for companies to be integrated into CSR strategy.

In this context, Nanjing University of Finance and Economics in China, in collaboration with International Training Center of ILO (Turin, Italy), to organize anInternational Symposium onLabour Dimension of Corporate Social Responsibilityand Public Policies.The event will employ the unique expertise and knowledge ofILO in the labor dimension of CSR to inspire the participants to discuss the impact of CSR on public policy at the national level.

The purpose of this international symposium is therefore to exchange and discuss the comprehensive understanding of the responsibility of the labour dimension of corporate social responsibility, to seek to put into effective action. The symposium tends to understand the relationship between corporate social responsibility and public policy, and how to play the role of corporate stakeholders in promoting and monitoring corporate social responsibility.

The Symposium is designed for researchers from universities and academic institutions, senior management staffs of government departments and enterprises.

一、会议背景

企业社会责任要求企业在实现经济利益,为股东和投资者创造利润的同时,也要对企业的其他利益相关群体,如雇员、社区、国家和公众等负责,创造更大的社会效益。就企业内部的社会责任而言,要求企业为职工创造一个安全和健康的工作环境,提供体面的社会福利待遇和保护他们的劳工权益。这些年来,社会责任已经引起了我国政府的高度重视。在党的十八大报告中,胡锦涛主席强调,为了全面建成我国小康社会的目标,除了完善经济体制改革和加快转变经济发展方式外,还必须加强社会主义核心价值体系建设,即“倡导富强、民主、文明、和谐;倡导自由、平等、公正、法制;倡导爱国、敬业、诚信、友善。”,特别是要求全面提高公民的道德素质,引导人们自觉履行法制义务、社会责任、家庭责任,营造劳动光荣、创造伟大的社会氛围,培育知荣辱、讲正气、作贡献、促和谐的良好风尚。并深入开展道德领域突出问题专项教育和治理,加强政务诚信、商务诚信、社会诚信和司法公信建设。这也体现了企业社会责任在经济、法律、道德伦理和慈善四各方的责任,对开展企业社会责任的理论和实践研究有着重要的指导意义。这些内容也是企业在实施社会责任时必须遵循的原则

以此为契机,我校经与联合国国际劳工组织培训中心合作,拟举办以劳工保护为核心的“劳工领域的企业社会责任与公共政策”国际研讨会。国际劳工组织在推动企业社会责任中一直担负着积极重要的角色。国际劳工标准和社会对话方面的公约是企业社会责任的重要内容。本次研讨会旨在通过专家和与会代表的交流和讨论,全面了解企业社会责任的劳动层面的责任,并寻求将社会责任理念转化为有效的行动的方式和方法。探讨如何理解企业社会责任与政府公共政策的关系,如何发挥企业的利益相关群体在推动和监督企业社会责任中的作用。

这次研讨会的参会对象包括大学和学术机构的理论研究工作者,政府主管部门和企业的高层管理人员。
